1. RESEARCHERS
How
Researchers are underpaid teachers with a permanent contract. By law they should not teach but they do so with a salary that can also be compared to one quarter that of an ordinary. Often remain in this condition for life.
How will
The researcher enters with a fixed-term contract that, including renewal and extension, can last up to eight years. At the end of this period or fails to become an associate professor or leave the university career, content to any title for more public competitions. If over the years the universities have the money to hire, the system could eliminate the use of researchers. Otherwise it will only increase job insecurity: every eight years, universities will take new researchers then scrapped at the end of the race.
2. CONTEST

Il concorso vero e proprio non c’è più. Al suo posto arriva l’abilitazione scientifica nazionale, una lista che indica i nomi dei professori idonei. La lista è valida per quattro anni e viene stilata da una commissione di quattro professori sorteggiati che valutano i titoli e le pubblicazioni dei candidati. Pescando da quell’elenco, le singole università decidono quali docenti assumere. Il concorso non è più locale ma il rischio del localismo c’è ancora.
3. RETRIBUZIONE

La riforma non prevede però uno stanziamento ad hoc per questo meccanismo che quindi dovrà essere finanziato con un altro provvedimento. Diminuiscono le borse di studio per il dottorato di ricerca, primo gradino della carriera universitaria subito dopo la laurea. Non c’è più l’obbligo di assegnarle almeno alla metà dei dottorandi.
5. VERTICI E GOVERNANCE

Dalla lista nazionale le università non possono chiamare professori che sono parenti di chi già lavora nello stesso ateneo. L’incompatibilità arriva fino al quarto grado, cioè fino ai cugini. Riguarda tutti i professori per le assunzioni nello stesso dipartimento, nell’ambito dell’intera università il limite riguarda solo i parenti del rettore, del direttore generale e dei componenti del cda. Anche questa nuova formulazione, limata rispetto alla proposta originaria dell’Idv, potrebbe essere incostituzionale. E naturalmente non elimina la possibilità di accordi incrociati per sistemare i protetti in un’altra sede, per altro la pratica più widespread.
